FPGA PICNIC Camera Readout

The picnic VHDL project can now be considered 'stable'.  The readout
can be performed for one up to nine pixels. I wrote some idl wrappers
which allow the two main readout of six and 9 pixels to be
implemented. They accept as as arguments pixels' coordinates, number
of loops and reads.

Open issues are the hardware differencing of the data which does not
work yet and is performed by software on the G3 processor. There are
also some unresolved problems for loops and reads values larger than
